CSU has some excellent programs. Its vet school is nationally recognized. Its forestry and natural resources programs are top notch. Its hydrology and water resources programs are also very good. Other similar areas like agriculture and other life sciences as well as environmental and climate sciences, atmospheric sciences, it it is well regarded.

However, the aforementioned programs are the main ones in which CSU is nationally recognized. Generally speaking CSU is respectable but in most other programs it's not AS good CU-Boulder, or really any top-tier public state university in other states.

I should say that neither school (CSU or CU) offers great value for money for out of state students as tuition has gone very high due to budgetary problems in Colorado. (Of course, for grad school you probably have an opportunity for a tuition waiver and assistantship -- hopefully, so this may not be a factor).
