I'm not aware of any municipal worker requirements, a la Chicago, but the reason Denver proper is more expensive is because people want to have that Denver proper address.

You see big price gaps a lot, especially between Denver's borders with other cities.

Denver proper has lower property taxes than many suburban areas, and I believe residential trash service comes with that. Beyond that, it doesn't appear that there's anything special that Denver proper has over any suburban city, service-wise.

So all that education taught you to make assumptions based on someone not understanding why prices are so high? I would think that a financial analyst of all people would understand why the costs of rentals are questioned throughout the front range considering the income that the average household makes.
