Thats what they say, but their billing policies are very anti-solar so while they don't prohibit solar, they sure do their best to make sure to de-incentivize it.

In short, if you don't use a lot of grid electricity during the day, but do at night (IE, you have a solar system) you are charged more than everyone else for the power you use. If you have an electric car that you charge overnight, your also likely to be included in this.

Xcel Energy for electric and gas.

If you have to pay for water, the City of Aurora provides water service in most of the city proper.
