What it means is tasty pizza, not the bland sauce and cheese on tasteless cardboard that is ubiquitous here. Then there's the trend to add everything but the kitchen sink as toppings, which only covers up the blandness of what it would be without the mish-mash of flavors added.

It's funny, but my pizza for comparison is the hole-in-the-wall pizza place in Penn Station near the Amtrak waiting room. It's nothing special, but it's GOOOD.
