Transferring my car to Colorado, and turned away at the DMV because I did not have a "VIN verification" from Colorado (did have one from my emissions test in Texas). Sent to Sheriff's office, and found that they don't do it there either - - you have to schedule a volunteer to come to you?? Would it not make sense to have this service at the DMV (even if staffed by volunteers)??

You can do these at the emissions test centers.

You are using the phrase "make sense" and DMV in the same sentence - really?

When I moved to COLO SPGS we went to a Jiffy Lube for the emissions test and VIN verification; but that was in 2005 and things may have changed since then.

Numerous entities can do vin verifications; law enforcement, some lube chains, nearly any car dealer, some repair shops, some towing companies. Some counties even can do it at select sites (Arapahoe County lists several of their locations that can do it). Best bet is to google vin inspections in you local municipality and see what pops up.

Just to close on this if a new resident reads. When I went to DMV they told me I needed a VIN verification, and I could not use my emissions receipt (which included the VIN) from another state. They did not tell me my out of state emissions was not usable either. So, I went and got a VIN verification via the Sheriff's office - - which ended-up being an unnecessary extra step. As others have indicated, you can get your emissions and VIN verification at the same place, and both are needed prior to getting your Colorado plates. Along with title, proof of Colorado insurance, and ID (I used passport) - - and I don't think they take cash.

FWIW, I've never had one state accept an emissions certificate from another state. Why would they? The standards the vehicle has to meet are based on their own locale's requirements, not those of some other place. Makes sense to me that they would want documents and test results from within their state, not just anywhere.

States sometimes have reciprocity agreements when requirements align (example, CCW licenses) and/or bridge requirements. In any case, I was noting the sequence more than anything.

Yeah I just registered my vehicle from Oregon. They wouldn't accept my VIN from current registration either (I don't understand this. It was also $20 to "verify" my VIN - whatever that means.)

My registration was valid in Oregon until 2022. (I purchased the car in 2018 - paid 250 to register the car for 4 years in OR).

I just paid almost 700 dollars to register the car in CO for ONE year.

Welcome to Colorado. It's clearly just a money grab.
