What is downtown DesMoine like? Has it been redeveloped to include nice shops with some character?

There have been extensive redevelopments of downtown Des Moines over the past decade. The East Village Neighborhood is ground zero for downtown niche shopping, and is a historical area that has seen a lot of new construction and rehabs. On the retail front, things could always be busier downtown, but we have a huge skywalk system that has shops, restaurants, services, etc. that competes with the stuff on the street level.

Downtown Des Moines is now the city's nightlife hub, with a lot of bars and restaurants focused in the Court Avenue area.

Overall, you'll find a very healthy, modern downtown that has made serious strides over the last few years. There is construction in nearly all corners of downtown, so things appear to continue to improve.

I really like the NYT article, by the way. You can't buy that kind of publicity.
