If you are looking at apartments, I would suggest a cheap rental in Royal Oak. It's a nice city to help you get acquainted with the metro area while having a walkable reputation and a tolerable crime rate. There is no problem living close to I75 if you cannot hear it. There are also some decent apartment complexes in northern Madison Heights and the south end of Troy that are geared toward transferees and a 1-2 bedroom apartment could be quite affordable.

Look at Independence Green Apts in Farmington Hills. (10 mile and Halstead)... my son moved there last winter for a job. The complex is older but its in a nice area. Pretty decent rent compared to most apartments in that area, I think 585 for one bedroom with washer/dryer and fitness club membership at Powerhouse across Halstead.

Northeast Troy might fit your definition of "cheap and safe". West Troy is too expensive.. Southeast Troy is borderline sketchy
