Generally, the 48127 zip code area of Dearborn Heights (the north part) is lot better than the south 48125 area. Pretty much anywhere in Dearborn is still rather safe. You should buy the best house, in the best area, that you can afford. Although a house can no longer be considered a great investment, you'll still have a much better chance of coming out ahead if you buy a better house. You need to think of the resale value once you eventually go to sell the house. Fixer-uppers--in need of cosmetic repairs, not substantial ones--offer the most value for the buck and will better enable you to build up equity.

I'm not sure why you're zeroing in on that area if you'll be commuting to Schoolcraft. You might want to take a look at Garden City, Redford and Westland as well...although I suspect that a top price of $20,000 will greatly limit your options. Aside from in Detroit, there aren't that many houses in the area selling for less than $20k. (I have a decent house at Southfield and Paul in Detroit, 1/2 block from Dearborn, for 14k if you're interested.)

If you're planning on transferring to HFCC, Dearborn residency would give you a lower tuition rate (I'm pretty sure that's still the case).
