They start doing this in places where crime is particularly bad.

I can cite Jamaica, where most carjackings and robberies were occuring as people waited for signals to change. People started ignoring the traffic signals to avoid being victim.

Perhaps it is for the same reason they are doing it here

No. I meant there was no stop sign or yield sign, that's all. It may be the only one in the city. There would never have been a stoplight there.
