Where exactly is this? Is it much more expensive to rehab existing structures/neighborhoods within the city proper?

Syrians as a whole are/were a highly educated populace with a lot of professionals. It seems like Detroit would want to try to get as many into the city proper to revitalize the neighborhoods as possible. It'd be similar to what happened in St. Louis with the Bosniaks who were able to stabilize/revitalize neighborhoods. In this case, you might find a sort of win/win situation for both the refugees and the community as a whole.

The 'village' itself is in the general vicinity of this school which is a dilapidated neighborhood.

I'm all for taking in legal immigrants and refugees who wish to become citizens of USA and assimilate to our nation's culture and obey our nation's laws even if they run counter to the laws of their religion or culture of the place from where they came from. The majority of the "refugees" are military age men and not all of them are actually from Syria. They are ISIS fighters using refugee status to take their fight to the west. There are many Islamic countries in the area of Syria so why aren't these Islamic countries taking in these refugees? The parts of the US that welcomes these "refugees" will come to regret their decision just as parts of Europe are doing now.
