Currently the HP school district does not operate any schools at all: it only authorizes the Leona Group Highland Park Renaissance Charter (Barber Elementary) which has 333 students. It previously authorized one other PK-8, George Washington Carver, but it lost those kids when they switched authorizers.

I am aware tons of charters opened around Hamtramck. Some schools may have faced declines. If HP became a part of Hamtramck schools I imagine it would have its own K-8 school but high school students would go to Hamtramck High. I would imagine the HP elementary would perform very poorly, but I don't know how much impact HP students would have on Hamtramck High. It's possible a large percentage already go there anyway as Hamtramck is open-enrollment.

If HP fully became part of DPS I think DPS should have Barber as its area K-8 campus, with HS students rezoned to Central High after the EAA gives up control of it (Central is far closer than Northwestern).

I've read some news articles about it. The population loss happened largely under state control. The large number of charter schools opening drained DPS of more students. Now that the state's giving it back to an elected board and the EAA is disbanding, it might help the stability of DPS.
