Highland Park school district now only authorizes a single charter school. Let's say the state decides to dissolve the HP school district. Should the Detroit school district take over the district's territory and assets? Or should Hamtramck school district do so? Should the city be divided between the two districts?

Would any option make much difference? If the children (and their parents) are unwilling or unprepared to learn, you can send them to the best schools in the country and it would do no good. Learning is done at home. School is supplemental.

I am aware of that. One needs to find the best arrangement anyway, so the ones who do care can an least have a decent neighborhood schooling option.

In Michigan Inkster School District was broken into four parts with each part given to a different district; that was done because no very large school districts border it. In Texas the trend is usually to merge into a far larger school district that can easily absorb it: North Forest ISD was given to Houston ISD instead of the smaller districts surrounding it. Likewise Wilmer-Hutchins ISD was given to Dallas ISD instead of the smaller districts (one of the smaller ones, Lancaster ISD, refused the opportunity to take Wilmer-Hutchins even though it would have received significant tax revenue from a Union-Pacific terminal being built in the WHISD boundaries).

Based on that my guess on what would happen is that Detroit Public Schools would take over the entire Highland Park Schools territory (apparently they are already the default option for high school students), but I wonder if some people thought having Hamtramck take over would be a better option for everybody.

BTW high school students are indeed already assigned to DPS:
  • DPS is designated as the default school system for Highland Park kids in high school: Highland Park

I think it is doesn't matter. Hamtramck is a lot smaller district and may be a little more stable. DPS just keeps closing schools, is not as stable, but it does offer more options like the Detroit School of Arts and the High School of Communication and Media Arts. Hamtramck would be more ethnically diverse

Just look at the following link to see how far DPS has fallen in enrollment (see page 93) - in 1999, enrollment was 174,000, in 2002, it was 160,000. Now it is less than 50,000. In less than 20 years, enrollment has fallen 125,000. Absolutely unbelievable.

if Hamtramck took over highland park schools, I bet highland park would get a SMIDGE better.... for the fact that Hamtramck is better( if I'm correct). but the problem is that Hamtramck schools would get worst if that happened. if Detroit took it over, it would not make any difference , both very hard core struggling school systems. none of them have anything to lose.

Hamtramck's school system in all metrics is better than Highland Park's and most DPS schools. It still has had issues with academic performance. If HP became a part of Hamtramck schools I imagine it would have its own K-8 school but high school students would go to Hamtramck High. I would imagine the HP elementary would perform very poorly, but I don't know how much impact HP students would have on Hamtramck High. It's possible a large percentage already go there anyway as Hamtramck is open-enrollment.

If HP fully became part of DPS I think DPS should have Barber as its area K-8 campus, with HS students rezoned to Central High after the EAA gives up control of it (Central is far closer than Northwestern).

I've read some news articles about it. The population loss happened largely under state control. The large number of charter schools opening drained DPS of more students. Now that the state's giving it back to an elected board and the EAA is disbanding, it might help the stability of DPS.

I don't know if Hamtramck can handle another district or larger population. In my opinion Hamtramck is barely surviving with the small school district it has. Yes it is bit better than DPS but considering its size and uniqueness, it should have been much better. I don't think Hamtramck is strong enough to carry anyone but itself. Maybe in few years but by then most cities will be doing good too.

I did not realize Highland park only had 333 students. I was thinking over 1000. That changes the dynamic. But would they keep existing building in Highland park operating so kids have school close to home but keep administration under Hamtramck. That might still be too much for Hamtramck to handle but they can easily absorb 333 kids because many residents have been pulling their kids out for charter school. I am sure Hamtramck lost more kids to local charter school in last 5 years than the 333 they will obtain from Highland park.
