a farm is not just the couple inches of soil on top, there is much more to it than that. the sub-soil was removed for basements on what, half of the space? you can't just fill it in with whatever and sprinkle soil on top and expect stuff to grow decently. then you add in the pollutants, from fuel oil tanks and driveway oil leaks and lead from scraped paint and even the lead from car exhaust and on and on and on. it would be cheaper to fix the buildings than fix the soil and farm it.
use the inner city for what it can do best...house and employ and entertain people. lots of people. make it a place people want to live. keep the people in the city and save the little farmland we have left in this state.
if i had a magic wand, i would bulldoze areas that are beyond repair and put in green spaces, with parks and ponds and walking paths and sledding hills.

As it was explained to me in a prior post, people don't intend to turn the inner city into farmland. It's the abandoned (or nearly abandoned) areas outside the inner city that people want to turn to farmland or parks.
