it's a device that makes a sound that humans can't hear but dogs can. it's supposed to deter the dogs from barking. it's basically an aversive - the sound is unpleasant to the dogs so they stop doing what they're doing. those mail order things are often shady in various ways - hidden charges, making it look like like you're ordering one thing when you're really ordering a subscription, etc. so i'm not surprised that this product is the same way.
Actually, that price is correct. If you read the fine print on their site, you only select 1 barkoff and will be sent 2 (one of those is free). If your friend selected 2, she will be sent 4 total (2 purchased, 2 free). That means $20 for the 2 barkoffs she ordered, plus 2 free ones. And now, the shipping is $10/barkoff, so $20 shipping plus whatever the free ones cost to ship. The company states this explicitly, your friend just didn't read the fine print.
Yes, be wary of any offer that says you get one free, just pay additional shipping. I've read a lot of complaints on the internet. And, I'm highly skeptical that this thing works anyway.
