First of all, what do you mean she "may have been" bitten by a dog or a raccoon? How could you not know? Is it because you leave your dog unattended outdoors? If so, this would be a good example of why you shouldn't do that...even if you do have a fenced in yard.

Second of all, if she is frozen in one spot and whimpering, SHE IS IN PAIN. This is how dogs act when they are in PAIN.

Nobody here can diagnose what that raw spot is, or what, exactly, you even mean by "raw spot". It could, as you said, be from a bite. It could be cancer. It could be anything.

GO TO A VET ASAP.

I moved your thread to the pet forum however you are going to get the same advice here. Take the dog to a vet ASAP. No one here can tell you what is wrong with your dog.

Assuming you have taken your dog to the vet already, because she will need doctoring and perhaps shots to prevent against rabies, then I have a tip for getting your pup to move around better. If your dog knows commands, then carry her to another room and shut the door, then feed her a couple treats, then ask her to do her commands. Open the door and have her follow you out to wherever her bed is, put some treats on it so she will sit there. At dinnertime, put her bowl some distance from where her bed is and make her come get it, use canned food if necessary. Move it further and further away each meal, and continue to give her her commands each day. You must restore her trust in you as pack leader. If you have a porch or deck you can gate off, then when it's time for her to go out, take her out there, so she'll realize after a couple days you are not going to make her go into the yard. She is afraid of wherever the incident took place, so once she realizes she won't HAVE to go down there, she'll go outside with more confidence. Eventually take the gate down and let her go into the yard the way she wants. A cat and fence is essential if you live in an area that would have more than the normal wildlife around, the cat will keep your area clear of vermin. Keep us posted on how things go.
