We've taken our dog to the beach on several occasions, but she's been afraid to put her feet in the water. Today, however, something "clicked" and she was playing with the tiny waves as they came to the shore.
Every time a wave broke in, she would bark at the wave, then run after it, and when it disappeared back into the bay she stopped running & backed up onto the beach, then running parallel to the shore until the next wave broke. It was the funniest thing, watching her play with the waves, as though it was another dog. She was down in Play posture most of the time - we had a great laugh. UNTIL she got into the car, covered in sand. :-)

Waves can make it difficult for dogs that are wanting to get their feet wet with swimming (pun intended).
Not all dogs like the water or really understand what it's all about. Anyone wanting to introduce their dogs to water, and actually have a positive experience , should do so when there's no waves and no other boisterous dogs nearby. A private swimming lesson if you will.
I'm glad your dog has learned to have fun with the waves though.
These "waves" were in a Bay, and I don't think they ever got over 1 - 2" high. But they moved in & out pretty fast as high tide was coming in.
