They've already done this in San Francisco, and some people made a big stink over it... msotly because they didn't understand the law, and thought A. Nobody would be allowed to buy/adopt, sell, or own pets anymore - period, and B. ALL pets (including fish, birds, etc) were being outlawed in pet shops. Once you actually read the details on the restrictions, I don't see how anyone with half a brain would be angry over it. So, good for LA!
