My friends who live there tell me they are scared to walk their dogs without a muzzle to keep them from eating poisoned bait. Can you imagine that many stray dogs in a major city? They need to educate people about responsible pet neutering as well as levy stringent fines for those who do not keep their dogs at home. Wonder if they have any kind of licensing for breeders?
