I don't really think, and I doubt you do either, that people who can't afford it put their families second to their rescue duties. Many people, myself included, are available when they can be. It's not just one person devoting all of their time and money to transporting/vetting/pulling from shelters.
Some do, granted. I know people who have 8-15 hospice dogs in their home. But I think many if not most do what they can, when they can. As little as it may be.
And as trite as it sounds, every little bit does help.
