I briefly lived in San Francisco in the mid-70's. The sidewalks were horrible--just covered in dog feces. The city passed one of the first laws requiring people to pick up after their pets. I can't remember how much effect it had at that time. I'm sure it's somewhat better these days.
Unless this is slander, the dog poop has apparently been replaced by human poop.
I walk dogs for a local shelter: at least 20 different dogs each week. None has ever reacted in any way to me picking up its poop immediately after he/she deposits it.

My 2 year old Schnoodle won't poo in the yard while off leash, will only go on a leash. If I pick up the poo too fast, he literally sits and plays mule. But if I let him smell it before I invert the poo bag, all is good, we don't miss a beat. The 1 year old Schnoodle is a tough cookie, could care less, except for the fact I am holding her up by picking it up.
They are so funny and have pals throught the hood. Most paw pals have their front doors open and their friends are sleeping by the stormdoor waiting for friends while they snooze. They see each pal through the glass, wag tails, quickly leaves a pee present and on to the next friend.
