I've called the cops to break into two different cars . Car windows are very difficult to break but I certainly would try if it looked this bad. But the greater lesson is don't leave your dog in the car.
People leave their dogs home alone all the time. Leaving them in the car is fine. Unless it is too hot off course. Some people like to take their dogs places with them, but dogs are not allowed every where. It's ridiculous for people to be told not too leave a dog in a car.

My boy Schnitzel travels with me all the time. Fortunately I don't have to leave him in a car too often, because most businesses around here allow good mannered dogs in their stores (eating establishments and grocery stores the exception of course).
If I do leave him the car the windows are 1/2 down and he has access to water. Fortunately really boiling hot days are not really an issue here in Montana, lol.
In fact, he likes being my travel dog so much I'm thinking of rigging my Triumph Tiger motorcycle with a side car. Mount a gun case, a pack rack and go bird hunting that way! A set of googles for him, a line tether- tooling down the open road..
He frekin' loves to travel with me. It's a joy to have him pal around with me!
Our dogs travel in the car with me also. I have fans on their crates and a device that keeps the back door open about 12 inches but still locked. Plus I open all other windows about three inches. I always look for...and often find...a shady spot to park even if it means a substantial walk for me. However I won't stop on the way to/from training class or therapy visits to do errands if it's a warm day.
I could open the back door all the way cause my crates lock but there are loonies out there that think it's funny to poison dogs.
It can be done safely. Just gotta be smart about it.

I don't let my dogs ride in the bed of my pick-up, but a lot around here do. I see a lot of Aussies riding on top of tool boxes in the back of trucks at 60+ mph. Crazy.

I hate seeing that...rare around here...but I know it's very common in some places.
I'd have NO problem breaking a car window if I saw a dog in distress. They need to make stiff fees and penalties (jail time) for people who leave their dogs in a car on a hot day. It is just cruelty! Cracking 4 windows a couple of inches doesn't cut it.
