Help my dog won't stop licking (bites, vet, skin, treatment)

hi. I am a proud owner of a pug and he has a problem. He won't stop biting his butt and it's starting to get annoying. I just wish we could get it over with but it seems to be a problem. He always bites and licks right above his tail. We've tried giving him lotion have him take a bath every day but nothing seems to help. Do you know what to do?
If you are giving a bath every day, his skin has dried out.
You can bath a dog every day, but that requires specialized shampoos and hair conditioners. Show dogs are sometimes bathed every day, but they are bathed with shampoos that are specialized and really expensive. Coat conditioners are used to replace the oil in their hair and skin.
Make sure you are using a good flea treatment. Itching above the tail is usually fleas and you can't always see them.
Feed a good quality food that will be less likely to trigger food allergies and that will maintain better coat and skin quality.
If skin is dry, you can add a touch of fish oil to the diet.
He needs to go to the vet NOW. It could be something that needs medical attention and lotions and diet may not fix it. If you think it's annoying for you think how your poor dog must feel. He's not doing it to irritate you, he's doing it because he's uncomfortable. Get the poor thing medical attention.
Our hound does this. He had fleas.
We tried to use just a generic flea treatment. NOPE didn't work, and they all were at the base of his tail. If you brushed back his fur you could see all the flea dirt and dozens of the things. They weren't nearly as prolific on the rest of his body, but the base of his tail was bad.
We had to go a re-buy the better stuff.

Do you give him any sort of flea treatment? I would check for fleas before anal glands.
Agree. The spinal cord runs right down a dog's back, and there is much blood flow. Fleas know where the best blood food is and hang out there. I've seen dogs do as the above poster Kaelti mentioned. I would check for fleas as a starting point.
