It isn't rare, but it did come from an event. Most likely, another pup in the uterus died, and left the green/blackish staining placenta behind. This could have turned into a tragic event for the mother dog, though It looks like all went normal.
I also hope the puppy does not have a liver shunt, as that can change the coloring/coat texture of a puppy as well.
Not Rare & the Pup gets a good bath from mom its gone.

It is rare and it tells how it happens.
"Indeed, it's a rare phenomenon—one that's only known to have happened a handful of other times. According to TIME, veterinarians think the cause is exposure to biliverdin, a green bile pigment found in the placenta, which can stain a pup's coat when mixed with the mom's amniotic fluid."
Breeders should know how it happens. Green discharge/ green pup is a sign something is wrong. Either in the birthing process or a puppy has died, due to placenta abruption most likely. Either way it goes, it's sign of issues during whelping, it isn't always serious, but can be. While it might be more common to have pups partially stained, it doesn't make one with a fully stained a rare green puppy. The puppy coat itself isn't actually green.
I assisted with someone's accidental litter that was large. Some pups did have some green staining and mom had green discharge. Her vet said not to worry, it happens sometimes. Only to worry of a problem if the mom is in distress or complications occur. Which, luckily they did not happen with whelping process. Though out of 10 pups, 1 was still born and 1 failed to thrive. Very small puppy (thin, weak runt), who did not make it past a couple days old with the couple bottle feeding, potting and keeping warm her.
Hmm, here I am just finishing looking at my program from the musical "Wicked" (just going through some packed boxes of books) before opening this thread. Seriously. That will be a good furry friend.
