Well, play stupid games, win stupid prizes! Bet he isn't feeling so much the tough guy with his dog now. I take back my comment if the dog didn't belong to him and he didn't intentionally interact with it; can't find the answer.

Where did it say the man was doing anything out of the ordinary or even interacting with the dog? The story doesn't tell us that. What it does tell us is the type of dog it was. Obviously the man's penis must have been exposed in order for the dog to remove it completely from the man.
Doubt it could have been completely severed through pants.

You do NOT need to be exposed in order for a dog to bite off your junk. There have been several stories of a certain type of dog, of which this particular dog falls under, that have bitten off genitalia. It was reported the man was at a party and the dog was his, so like I said, play stupid games, win stupid prizes. Next time maybe he'll get a spaniel.
