seems to be in pain (he growls if I touch it) he is a 12 yr old shar-pei, and their tails should always be erect...He is an inside dog, maybe he sprained something?

Sounds to me like he needs to see the vet as he's showing you outward signs of pain.

Is he putting full weight on the leg? Regardless, he needs to see the vet. At the very least he'll need doggie pain meds.

I'm with the others, I'd head to the vet. My dogs are constantly "spraining" a paw and they limp around a little. It usually gets better throughout the day but they never showed any outward signs of pain even if I'd touch it a little...

I hope he feels better!

He is okay. Turns out the dog door scraped/lacerated his tail- He is on aspirin and antibiotics. Thanks for everyone's concern!.
