i have`nt spoken to my neighbor in over a year because of a loud mean barking dog issue ,, i know that if two neighbors complain about it the animal control people will come out and investigate the situation and see if the beast needs to be taken away but i cant get another neighbor to comply .. i am the only non dog owner in my immediate area .. the beast is fenced in but is only a few feet from my property line .. every time i go outside it comes running full tilt wanting to eat me alive .. it is a big german shepard ..

Just because a dog barks at you doesn't mean its mean. German shepherds tend to protect their turf. A big noisy display is a deterrent. Kind of the reason people own them. Animal control isn't going to "take away" someone's dog just because it barks at a neighbor from its own properly fenced property. Is it an open wire fence? What about putting up a solid board fence on your side? Before you say it, yes, that will cost money but sometimes you gotta do what you gotta do.

I agree as Chaos will bark at people because she wants them to come say hello. She is a social butterfly that LOVES people. I can not convince her that she frightens most people when she barks at them. When the neighbor boys were new they were all afraid of her cause she would bark at them when we were out when they were. One asked me why she always barks at them and I told him because she wants you to come pet her. He thought about it and while his anxious parents and brothers watched, he approach her and was soon petting her. She was in heaven making friends with him and she no longer barks at him unless he totally ignores him. She feels people have two hands and what better place for those hands then to be petting her? That said neither of my dogs are outside just barking as her barking is usually when she is being walked and sees a person she does not know but would like to know. " Get over here and pet me human!"

I agree with this. That dog is probably a lovable goof once you get to know him.
Long time ago I had no other choice than park my car at work next to an auto body shop with a chain link fence. There was a huge male black Doberman guarding the shop 24/7. He had a dog house for bad weather.
The first few times I parked there the Dobe wanted to eat me. It was irritating, not because I was scared, but because I love Dobermans.
3 slices of Italian salami, every morning, repeat for a week, and that dog would wait for me and lick my hand through the fence. I wanted to take him home but not enough space in our yard prevented it.
There’s a sonic birdhouse you can buy that makes a noise humans can’t hear but dogs don’t like. They’re cheap on Amazon. Get one. Set it on its most sensitive level. Then sit in the yard and wait. When the dogs get blasted for the first time and are quiet. Turn off the birdhouse (anything can trigger it), then toss A LOT of high value treats (steak and plain grilled chicken breast) in the yard. Repeat as needed in the days that follow. When they are acceptably quiet, reinforce periodically with scatters of the same high value treats in the yard.
If the neighbors complain, well they left you no choice
