My dog goes crazy when he sees other dogs on the leash.
Never did this until he got bit while leashed.

It's one thing to provide suggestions on how to correct certain behavior. It's not at all helpful to tell them what not to do in your opinion. I think the post you were referring to did not say use a bark collar, it was a training collar. I have a friend who tried many things to control his dog. The only thing that worked effectively was a training collar. Now, all he needs to hear is the beep from the remote and he'll stop what he's doing and heel immediately (this was mainly accomplished after only one shock). I do use a bark collar, but only to curtail barking when other methods don't work.

MY DOG WAS bitten by my neighbors dog,so every time he sees him he get to barking at him,what can i do to stop this?
