I have had similar trouble with my Sammy. In some situations, he's perfectly fine (walking right by other dogs on a walk, doggie daycare loves him & he passed all of their tests) but sometimes, he just snaps (mostly on walks). We havent had any incidents for a long time, then on Monday my husband & I were walking the dogs, I was ahead with our little one, my husband walking Sam. Some girl walks by me, then as she approached my husband, he made sure Sam was on his other side, away from her, she just reaches out for him & he snaps at her. He grabbed her sleave. You just never know-which is why my husband sternly told her 'That's why you don't touch unknown dogs like that.'

I would recommend staying away from the dog park, and always keep your dog on a leash. Try socializing your dog with others, maybe at doggie daycare, but make sure they test him first (with mine, they one by one put more dogs in the area with him, made sure he was ok with them).
