I am suspecting part of he "rampancy" has to do with rural Missouri not having much in the way of resources when it comes to enforcement. I have been shocked to see in the county I am moving to the backyard puppy mills that only become obvious from the road in the winter when all the leaves are off the trees/shrubs. I had never before seen dogs kept in little cages like rabbits. Very sad. It is a very poor county and folks look at dog breeding as one opportunity at an income stream, nothing more.
Are Missouri dog breeders under the supervision of the MO Dept. of Agriculture?
not 100% sure... but i do know that they are supposed to have some sort of licensing .... how effective THAT is is debatable..... and that is where i would start if i had time to research right now... i am getting behind in real life stuff right now as it is.....
you are right about how easy it is to conceal undesirable activities in the rural areas ..... also explains the ridiculous number of meth labs ..... but there are rural areas in every single other state in the union..... although i suspect the hills and dense forests are requisite for cover, so that would eliminate some areas of the country......
