I suspect that it is money that is lent "off the books" to European nations that are teetering on edge so that they don't fall and bring our economy down further and also to continue the "socialism is great" myth... Greece, Portugal, etc all have their hands in it with secret contracts to pay it back 50-100 years later probably... stuff the government doesn't want you or the economists to know...
