If that is ever enacted, it will be to pleas a few. Then some new legislation will contain a loophole for them to receive the compensation in another form while the folks complaining have went back to sleep.

You raise a big point that is lost on most people. Anything concessions that lawmakers give the sheeple is ultimately undone through other loopholes. In the end, nothing ever changes. Sometimes, it just makes matters worse.
