Went from $12,000 to $28,000/quarter.

how did obama do that? doesn't congress decide on extending those?
I believe that Unemployment Insurance is paid by companies to the State, not Federal, and is limited by percent by state. The max for California is 6.2%. Each company will have a different percent based on their history with using the unemployment, and is updated each year.
So if a company previously had a really good record (low percentage), but then made huge layoffs the rate could jump up quite a bit. It may not be the same for other states, but is it possible that your friends company had laid off a bunch of employees?

Trucking company so layoffs are quite possible. I have never collected or paid for unemployment to my knowledge. I know little about it.
It's a state level program for primary unemployment benefits. And a lot of states were able to keep premiums artificially low during times of 5% or less unemployment. Since it's supposed to be a self-funding program, it really is no surprise to see premiums increase when they need to keep up with increased demand for the benefits.

Yes, GE would get Federal Funding, Tax Credits and Grants for taking the jobs overseas, and shipping the products back into the US as various products that get (again) Federal Funding, Tax Credits and Grants.

Actually I think he grew. Premiums have increased. A lot. If you pay 5% for insurance and you grow, then then you pay more.
