What are the ramifications of this in light of the current unemployment situation?

The Governor of Texas seems to support this, as do the majority of elected officials from both parties.
With the cost of unemployment benefits combined with food stamp programs and government subsidized healthcare, putting such a strain on both Federal and State budgets, why is this not a larger issue than it is?

There was a time when immigrants were a net asset to the US economy--back when the US actually had a shortage of labor. Those days are long gone--and won't come back. Sadly, most of the immigrants who enter the US today find employment because a) the broken US welfare system pays able-bodied Americans to sit on the government dole (and working Americans pay for them in taxes) rather them having to "lower" themselves to do work that the immigrants will do; and b) at the other end of the scale, the broken American education system is not producing people with the educational skills and work ethic to be able to work in many of today's higher end occupations.
The straightforward solution (but apparently highly politically unpalatable) is for the US government to close the borders to all immigration, while simultaneously reforming the welfare and educational systems in a way such that Americans can and will take the jobs currently held by immigrants. That would solve a myriad of fiscal, economic, and social problems in this country--but too many people are busy sucking at the government teat at all levels to make it likely to happen. That's a tragedy because it will ultimately wreck the country, both socially and economically. What is happening now is a symptom of that rot.
Hope this study gets brought up in the national debate tonight because unless someone lives in a border state or the Southwest, most Americans have no idea how serious the problems are with immigration.

Everything is political, but the reasons for lax policies in immigration have to do with the fact that it makes massive amounts of money for the powers that be.
Massive profits are made in times of growth, not for working people but for corporations.
Immigration expands customer bases, while at the same time exerting downward pressure on wages. For corporations this is a win / win scenario.
More customers to fuel growth, and more labor to add to the supply / demand equation, driving down real wages despite improved profits.
Add to this the added tax revenues to government, and you have the unholy alliance of big business and government working together to undermine the interests of the American people.

I think the question should be the types of job illegal immigrants may take away the chance for a job from people living here legally.
Is the average American willing to work for little money to harvest something?
In California I have read that some farmers complain because their products rut in the fields because they cannot find Americans to get those jobs.
So In essence I believe there are not enough surveys what types of jobs illegal immigrants take away.
That is why I do agree with temporary immigrant workers come to our country and do some jobs Americans are not willing to take. Take care.
I think this part is probably the hardest hitting:
"It must also be remembered that many immigrants are more educated. In fact, 43.2 percent (97,000) of newly arrived immigrants who took a job in Texas had at least some college. Thus it would a mistake to assume that immigrants are only competing for jobs at the bottom end of the labor market."
It says a lot about our education system - when our own people won't even hire our own people because their education falls below "THE IMMIGRANTS."
We don't need more tax cuts for the rich. We need more tax cuts for the teachers and the schools.

The argument that immigrants only take jobs Americans don't want is a straw man with no basis in fact.
The fact is every construction profession has been decimated by immigration.
Immigration by its very nature reduces wages for all labor by increasing the supply of workers.
