Why don't you go back and start over, and tell us who it was that classified Birmingham as "honorable mention" and what is the significance of that classification, and what criteria were supposedly met in order to validate that placement among "world class cities".. Use your own words, to avoid copyright infringement, and explain it to us in a way that we can all understand.
Most importantly, if 250 cities received at least "honorable mention", approximately how many cities fell short of that distinction? Any?
Given that at least 38 American cities received a higher ranking than Birmingham and ten more of equal rank, just what impression are your readers expected to draw from Birmingham's inclusion in that list?

They also ranked Juarez as a "second" tier. And by second, I mean 5th tier (alpha, beta, gamma, high, low). Prestigious company, that.
Juarez Mexico is a greater city than El Paso Texas USA......Tijuana Mexico is a Bona Fide World Class City and Mexico City Mexico is a highly rated Alpha World Class City.....
