Not quite.
The 'failure' so many speak of affects perhaps 35%...
and with rather few exceptions they can trace the fault of that failure right to their own homes.

Look at how their parents and grands (and closest uncles and cousins) have done over the years
and how many extra siblings and cousins have been produced vs the ability to provide...
and then compare those observations to how most of the rest have managed for their families.

There actually are a large number of those 99% defecting to the People's Democratic Republic of Korea, Cuba, Venezuela and Haiti.

Total of 3,416 expatriates for the 12 month period ended June 30, 2019. In a country of 330 million, that's far from large.
