Could this be lower than usual, or has it always run about 20% ? Especially if it does not exclude retired people.
From a very quick search, I found these numbers from the past on the BLS site:

1992 - 80.2% (http://www.bls.gov/news.release/hist...mee_020194.txt)
1993 - 80.4% (same URL as 1993)
1995 - 81.2% (http://www.bls.gov/news.release/hist...mee_061697.txt)
1996 - 81.4% (same URL as 1995)
1997 - 82.2% (http://www.bls.gov/news.release/hist...mee_052198.txt)
1998 - 82.6% (http://www.bls.gov/news.release/hist...mee_052599.txt)
1999 - 83.1% (http://www.bls.gov/news.release/hist...e_06152000.txt)
2000 - 83.2% (http://www.bls.gov/news.release/hist...e_04192001.txt)
2001 - 82.9% http://www.bls.gov/news.release/hist...e_03292002.txt)
2002 - 82.4% (http://www.bls.gov/news.release/hist...e_07092003.txt)
2003 - 82.0% (http://www.bls.gov/news.release/hist...e_04202004.txt)
2004 - 82.3% (http://www.bls.gov/news.release/hist...e_06092005.txt)
2005 - 82.3% (http://www.bls.gov/news.release/hist...e_04272006.txt)
2006 - 82.4% (http://www.bls.gov/news.release/hist...e_05092007.txt)
2007 - 82.6% (Employment Characteristics of Families News Release)
2008 - 82.2% (Employment Characteristics of Families News Release)
2009 - 80.4% (Employment Characteristics of Families News Release)
2010 - 80.0% (Employment Characteristics of Families News Release)
2011 - 79.8% (Employment Characteristics of Families News Release)
2012 - 80.0% (Employment Characteristics of Families News Release)
2013 - 80.4% (Employment Characteristics of Families News Release)
2014 - 80.1% (Employment Characteristics of Families News Release)
2015 - 80.3% (Employment Characteristics of Families News Release)

The real question is what is behind the numbers? More families in retirement? More families living on investments only? More families living on off-the-books income? More families in which people are looking for work but not finding it?

Thank you.

As suspected, the % over this 20+ year span did not change all that much. So the current number is no big news.

Probably some combination of all the above.

Society is aging. Boomers are a large cohort and are and will be retiring, increasing the retiree/worker ratio. The investments portion would largely correlate with the number of retirees. Like I mentioned earlier, I know quite a few people who are working in the underground economy (not necessarily anything illegal), and many of those folks are older and were laid off from long time jobs in the downturn. I also know some folks in their 50s (dad worked at a pharmaceutical plant in the 2000s where many workers were then in their 50s-60s - most were laid off and a lot never found permanent work) that have basically given up.

I know some folks on the dole as well.

I guess you can survive 'on the dole' but I do not think those folks are living 'in the lap of luxury'...

The numbers noticeably drop off after 2007-2008, when the oldest boomers were 61-62. Hmmm, 62 is a magical age which inspires many retirements in this country.
