That's incorrect, the market only reacts to demand with means. No developer is building houses under cost to meet demand for people that can't pay. The reason the cost is too high for so many people in California is regulation and zoning. But politicians don't change the rules because people already there don't want density they want to constrain supply which helps boost their property values (the core problem) and decreases competition for local services

It's better than a night in Vegas because they can gamble risk free with our retirement money and we pay fees no matter how badly they lose

I know many. None of them became rich from cheating, hubris, luck or off the back of others. In fact, may others benefit from their success.

It is relevant as Winterfall is giving his opinion on rich people. Did you bother to read the full conversation?
