Even in the Bay Area you can find condos in the $900k range if you look hard enough. That still leaves $2.6 million, which gives an income of $78k at 3%. Not the high life but doable with no rent/mortgage.
Or you could make a small concession on the climate and go to Portland. Even there it really is not so bad with the average low in January being 37 F and the average high in July being 80F. Which is still very temperate compared to the Midwest or even East Coast cities.

One minor quibble. The average low in January in Portland is 34. It doesn't fit my definition of year 'round temperate, especially with the cloudiness, but I understand it might for some.

Bay is littered with condos attractively priced at half that of SFH but if you read the fine print there's also association fees sometimes in excess of $1000/mo.
St. George Utah Golf Condo for winter then a ranch in Heber Utah for all other seasons. Heber has access to world class fly fishing, snomobiling, skiing, ATV'ing and a great reservoir/lake for boating. St. George or Mesquite would be a great landing sport for 3 months during the dead of winter.

For someone who is gay and wants to live in Utah, I'd stick to Salt Lake City/Park City and then maybe Moab if they really, really like mountain biking for almost all of their social and recreational options. The 75% or higher LDS areas, not so much.
SLC is actually a pretty cool mid-sized metro in a number of ways but I couldn't do the air quality issues, which are getting to be as bad as anything you find in Southern California.
