So there are some bible colleges and places like that who are able to aggressively discount. They are not actually "cheaper" in terms of what it costs to run their institutions, and a number of them are in dire financial situations. They can't raise tuition relative to what they need to because it'll kill their enrollment... but they're not paying the bills. They can survive if they receive generous donations from benefactors that allow them to give students discounts. E.g.: Brigham Young University is funded by the Mormon church.

In those cases, they are less than public out-of-state charges.

Cute comeback, but I didn't make the unsubstantiated claim.
