How do we know they aren't?

edit- just looked it up and there are more spots but it is dangerous because it could leach oil.

You can't store this stuff in a basement. It will take time to build the extra storage capacity, provided it is found worthwhile to do so in the first place.

More like 5,000, and the act applies to inventions that threaten national security, not the businesses of existing companies.

No. The caverns have to be built by pumping water into a salt dome to dissolve the salt to make a cavern. That takes time, and the salt water has to be disposed of somewhere.
