It is run by greedy humans, no more or less greedy than any other group of humans.
The US and its average population enjoyed a very exceptional period in history in the late 1940s-early 1990s period, by now much of the rest of the world has recovered or has caught up.
As a result, average people in the US live about as average as average people most everywhere else; and everyone, including everyone else, is still as greedy as before.
If you want to blame someone, blame those who decided to relocate basic manufacturing, including labor union leaders in the 1950s-1980s period who played a significant role in that decision, and blame average people who demand credit to buy and consume such cheap crap, like so many addicts.
The Federal Reserve's main role is to oversee the payments system and collect data, on orders from the US Congress. The US Congress is responsible for the issuance of legal tender, ordering the Treasury Department to implement policy, and Treasury in turn uses the Federal Reserve as its tool in the banking system to distribute credits which cover the entire country.
The average greedy person is responsible for electing the average greedy person in Congress.
Let's all look in the mirror first.
Most chronically homeless people are mentally ill.
There are plenty of programs out there to help temporarily homeless people due to a series of unfortunate events but who otherwise are willing and able to help themselves first.
