Some people don't realize that money from "the government" is actually money from Joe Blow who has worked hard to earn it. And some just don't care.
I like Latin culture a lot, but the poverty in Latin America, and the crime that comes with it are out of control. I lived in Peru in 1979 and things have changed a lot since then.
Seems it would be best to let the sister buy the house he lives in or similar. Hardly multi-million, I gather. Also, it would still belong to her and that's not a dependence really.
Sounds like OP can live a very simple life and just has to sort out housing cost.

New Mexico appeals to me and rustic living doesn't scare me at all.

People are nice, it's remote, climate is great.
You can purchase some acreage and build a small log home; or buy the whole thing for around $80K.

Some people don't realize that the property tax they pay doesn't scratch the surface of what it costs to educate their children, so they accept the welfare for at least 12 years. The property tax you pay wouldn't even cover the cost to pave the road in front of your house. Some people don't realize that the health insurance they've paid doesn't come close to what a single heart surgery costs, or that the amount they paid into Social Security and Medicare is a fraction of what they'll take out if they live long enough. Everyone is the beneficiary of some other Joe Blow's work. It's all a Ponzi scheme, counting on new people coming in. I have been 'Joe Blow' for 50 years, paying into every system I was required to so there is no guilt if I finally get some of it back.
If you feel guilty about 'government money', I suggest you forgo collecting when your time comes.

Depends where, remote areas such as Riviera Nayarit, Mexico are still circa 1985...and safe.
Merida is the safest city in Mexico, it's a no-crime zone due to cartels housing their families there.

Venezuela might be a place for you to target in a few years when they exit their current problems. If you time in right $45k USD plus a part time job down there you might be able to live quite well in Caracas or rural. Perhaps a move to Cartagena for now and then waiting for the stability begin there might be helpful.
If you mean my pension and/or SS, that's MY money from systems I paid into all my life.

Total up the amount of SS you've paid since you began working and you'll see it's a fraction of what you'll get back if you live til 70. Never mind Medicare. Unless you stay healthy until death, your medical bills will way surpass what you've paid in. Same with your pension (unless it's a 401K), and if it's a government pension, then that will be paid by Joe Blow, because you nowhere near paid into it as much as you collect. People who easily go to the "my hard earned tax money" mantra hate the reality that they too, are or will be a recipient at some point. If you collect more than you've paid in, you're getting welfare - plain and simple even though you might have paid a greater percentage than many.
