Obtain copy of your files from ChexSystems and EWS to see if all information is correct and accurate. Other than disputing any information contained that isn't there aren't many other options.
As with other types of debt you can contact debtor and see if an aggreement can be worked out that if you pay off amount owed they will remove negative reporting to Chexsystems/EWS. This and or at least will update debt as "paid in full" but without negative consequences such as restarting the clock.
Try finding a credit union or bank that either doesn't use ChexSystems or EWS, and or allows other information to be presented that can lessen or remove sting.
Other option is like credit cards look for "second chance" bank accounts or prepaid versions. Fees likely will be higher, and you'll be kept on a very tight leash, but after a few years of handling account properly there is hope a bank will convert it to a normal account. This or by that time whatever was on your ChexSystems/EWS report causing negative rating will have dropped off.
