ExxonMobil has built new chemical plants but no new refineries. XOM has expanded refineries, and is currently adding 250,000 bbls per day capacity to their Beaumont refinery. There have been no new ground up refineries built in the US since the 70's. And, there have not been hundreds of expansions. Chemical plants and refineries are not the same.
