What is The Bailout for? (small business, credit, money, financial)

The Bailout seems to be an attempt to save "a" financial system, not "the" financial system. As I see it, the problem appears to be lending (house, auto, school, credit, small business) to people who can't afford it. Apparently, FDR used this to "buy" votes. This must have seemed very successful, because he has many imitators. I think it was yesterday, I saw a female hispanic congressman, ripping on two underlings from The Fed. Basically, her point was, get the money flowing, NOW! To me this sounded like, "my constituents voted for me, because I promised them this stuff and now they want to get paid." The message was pretty much the same from the female and male negro congressmen as well. It appears, this is one way that Democrats have "bought" votes, from hispanics and negros. (I know Republicans have eventually supported these programs, but that's what "Conservatives" always do. Hence the label Conservative, instead of Progressive. Personally, I think we need more Reactionaries. People like that actually want to "roll back the clock." Remember, those are all terms that refer to the progress of "The Revolution.")
