No idea why, I know plenty of people like you who didnt have to enter anything else apart from their credit card information.
I am not a heavy user either, I have never bought anything worth more than $50 using PayPal, and I buy once in 6 months or so.
Most of the time I buy from Amazon without using PayPal.

Never answer anything from Ebay , or Pay Pal off an incoming email. Go to your secure account site , if its not there also , its a scam. same goes for your checking account.
If you do not have a pay pal credit card , you must have a checking account back up for them to debit. Most people use the pay pal debit card with bank account back up. Its very secure. The Pay Pal credit card is just like any other , issued by GMAC bank , I think, or , could be GE credit issued as well.
Many people use Pay Pal as a security/ investment, as they do pay interest on your balance. Try that with a credit card ! There are no monthly fees , or " administrative " cost. They do , however charge a percentage on incoming payments , so its best not to have people pay you by Pay pal , if its a large amount.
