Thats because most people do not even know what an insolvent bank is. Its just in violation of arbitrarily created accounting rules. If its called Zombie the "authorities" certainly know. What is even worse is that its arbitrarily enforced. The connected banks have their politicians save them while they cull the competition. These boom busts work great for them. Lots of cash in the boom and eliminate the competition and ride out the bust for the next cash back stroke and free style.
