I'm a New York based Graphic Designer who is interested in moving to Austin. Does anyone know of recruiting agencies or job resources in Austin? Monster and Craigslist don't seem to cut it these days.

You may want to attempt a direct application to GSD&M. http://www.gsdm.apply2jobs.com/ It would probably be better to show up in person, though.

Be aware that they will be swamped in resumes from all over the nation and apparently laid off 2% of their employees recently. You need to find some way to look very different from everyone else.
