where does one turn to regarding bank charges made to my account that i want to dispute......on a state or federal level.......who do i turn to.

If it is a bank, not a credit union, that is in the wrong and you had done everything that you can to resolve the issue with the bank, then you can file a complaint with The Office of the Comptroller of the Currency:
