While I was reading this article a news bit on WAWITT (Wasington area Women in the Trades), It is a funded program that retrains low income women for the construction trade. So, the people will have even more competition for very little jobs. I found it a classic case of waste in that this program is publicly funded to train women in a field that is already suffering from lack of employement.
